To run the web UI assistant:
gcloud alpha spanner migrate web - FLAGS

--open- Open the Spanner migration tool web interface in the default browser.
--port=PORT- The port in which Spanner migration tool will run, defaults to 8080
- GCLOUD WIDE FLAGS

These flags are available to all commands:
--access-token-file,--account,--billing-project,--configuration,--flags-file,--flatten,--format,--help,--impersonate-service-account,--log-http,--project,--quiet,--trace-token,--user-output-enabled,--verbosity.Run
