(ALPHA) Create a server CA cert for a Cloud SQL instance.
REQUIRED FLAGS
--instance=INSTANCE, -i INSTANCE
Cloud SQL instance ID.
OPTIONAL FLAGS
--async
Return immediately, without waiting for the operation in progress to complete.
GCLOUD WIDE FLAGS
