Pricing for SQL Server on Google Cloud depends on where you run it. Running SQL from within virtual machines on Compute Engine pricing would be based on per-second usage of the virtual machine types, persistent disks, and other resources that you select. Alternatively, you can also run it on Cloud SQL for SQL Server, which has its own pricing model.
