Per poter aderire al programma, devi essere un ricercatore presso un laboratorio governativo, un istituto accademico o un'organizzazione non profit e investire almeno il 40% del tuo tempo nella capacità di ricerca professionale. Sono inclusi docenti universitari, candidati al dottorato di ricerca, ricercatori post-dottorato e ruoli di responsabile della ricerca/sperimentatore negli Stati Uniti.
