Creates a new API category.

The URL uses gRPC Transcoding syntax.

parent	string Required. Name of the portal. Use the following structure in your request: organizations/{org}/sites/{site}

The request body contains an instance of ApiCategory.

If successful, the response body contains a newly created instance of ApiCategoryResponse.
