As an AI-driven insurtech company, UCARE.AI moved from being cloud agnostic to Google Cloud for more seamless product development while ensuring that it has access to the latest generative AI capabilities.

The rising middle class in emerging markets coupled with the aging populations in developed, wealthy nations are driving growth in the global healthcare sector. This growth is expected to reach a market value of $665.37 billion by 2028. At the same time, the rise of AI and generative AI is rapidly transforming almost every industry worldwide. 

Against this backdrop, UCARE.AI was founded to bring the value of AI to the healthcare industry. Founded by a former Googler, Neal Liu, UCARE.AI is an insurtech company on a mission to use data ethically to solve real-world problems and improve lives, starting with healthcare. “We believe that by tapping onto the power of AI and combining the right technologies, we can bring better efficiencies and enhance processes within healthcare,” says Amos Tan, Chief Executive Officer at UCARE.AI.

Launched in 2016, UCARE.AI is transforming the health insurance industry by helping insurers improve profitability and increase satisfaction while maintaining operational efficiency. This in turn makes it possible for insurers to keep premiums affordable. 

One such solution is AlgoDetect, which helps reduce claims fraud and prevent waste and abuse in healthcare claim processing. The Singapore Infocomm Media and Development Authority (IMDA)- accredited company takes pride in its problem-solving value proposition, differentiating itself from other AI-driven organizations.

“It’s almost impossible to detect fraud, waste and abuse effectively using manual efforts. Our solution makes it possible to do this at scale and also to adjudicate consistently no matter the volume of claims,” explains Tan. “Governments and insurers that have such systems in place are sending a strong signal to the market that they are keen to keep policy premiums affordable and we are here to enable them.”

UCARE.AI was launched on multiple clouds to remain cloud agnostic, however, Tan and his team decided to fully migrate to Google Cloud at the end of 2020. “Our engineers preferred to work with Google Cloud because of how they felt it was more intuitive, which prompted us to move all of our applications onto the same platform,” he says.

Now, UCARE.AI leverages Vertex AI for its model development, Google Kubernetes Engine as its container orchestration platform, Cloud Storage and Cloud SQL for storage, and Pub/Sub as its messaging middleware.

Developing tailored solutions with generative AI pioneers

Apart from the platform's intuitiveness, UCARE.AI selected Google Cloud as its cloud provider of choice because Google is a pioneer in generative AI (gen AI) capabilities. “Google was the first to come up with the transformer architecture based on attention mechanisms, so as an AI company, it makes sense to work with them. Furthermore, what really sealed the deal for us was their MedLM model, and I believe we’re the first private company in the region to have access to it,” says Tan. 

For UCARE.AI, Vertex AI supports its two key products, namely AlgoDetect, which flags outliers within a health insurance claim to reduce claim fraud and AI Assessor that can augment human claim assessors. By using Gemini Pro together with MedLM, UCARE.AI AI Assessor is able to understand medical terminology, draft summaries and responses to be reviewed, helping customers save time as they can zoom in on the flagged claim details.

When it comes to their approach to AI, a key criterion for UCARE.AI is to ensure that all of its technology revolves around explainable AI. “We believe that for AI to be used ethically, it needs to be explainable. As such, we focus very heavily on explainable AI in all of our tools and products,” says Tan. This is in line with Google’s responsible AI principles, where a clear set of tools and frameworks around Explainable AI is available to users.

Speeding up release cycles with quicker infrastructure provisioning

Over time, the UCARE.AI found that moving to a single cloud was more time and cost-efficient. 

“From experience, we learned that the cost of developing and maintaining a solution that’s cloud agnostic didn’t quite make sense from time to market perspective,” says Tan, adding that with multi-cloud strategies becoming increasingly common, customers will not have difficulties implementing UCARE.AI’s Google Cloud solutions.

Another benefit of being on Google Cloud is that it gives UCARE.AI the ability to speed up release cycles as CI/CD codes no longer have to be updated for different cloud environments. As a result, the team has been able to release new iterations of its product features every week, instead of once a month.

Maintaining a high level of data privacy, security, and compliance

Being in the health insurance sector, data privacy and security are crucial. “We operate in a regulated industry whereby our customers are enterprises that hold high compliance standards,” says Tan. With Google Cloud products already meeting the required regulatory compliance, the team can work on developing new solutions without worrying about security and privacy at the platform level. 

“With Google Cloud taking care of the compliance matters and basic service level agreements (SLEs) at the platform level, we have one less thing to worry about and can focus on the business needs. This allows us to move at a much faster pace,” says Tan.

Collaborating to build better solutions for the future

Technology is only as good as the people behind it, which is why support is critical in ensuring long-term business success. “We appreciate that Google Cloud provides our engineers training from time to time, which has been really helpful in keeping our engineers updated with the latest tools and capabilities in the market,” shares Tan. He adds that whenever issues arise, the Google Cloud team is always quick to respond. “We’re happy that Google has always been very prompt in providing us the support we need.” 

More recently, UCARE’s latest solution, ePAC, an AI-driven data analytics platform for faster claims processing launched on the Google Cloud Marketplace where it will be able to reach a wider audience from various industries. This collaboration will further enhance the relationship between both companies.
