Delivering a global standard for land management

While we've delivered similar solutions for global mining clients for years, this was our first government project. The combination of a tight deadline and strict data sovereignty laws meant there was absolutely no margin for error.

Managing land and resources across different countries is a complex task. Each jurisdiction has its own legislation, creating substantial administrative burdens for global companies. PX4 Software's mission is to solve this problem with the world's only truly multi-jurisdictional land management platform, embedding each nation's specific laws directly into its software. This approach enables companies to operate seamlessly and compliantly, regardless of the location of their projects.

In early 2025, this mission faced its ultimate test. The Saudi Arabian Ministry of Industry and Mineral Resources selected PX4 for its first-ever government project: to build a global tender portal from the ground up. The goal was to attract international investment into the country's mining sector, a cornerstone of its Vision 2030 plan. PX4 had just four months to design, build, and launch the entire system.

The platform needed to be accessible to investors worldwide, requiring low latency and high security to handle high-stakes bids. A key stipulation was the need to comply with strict data sovereignty laws, which required all information to be stored within Saudi Arabia. This single mandate immediately ruled out cloud providers without a local data center, making the choice of a technology partner a critical decision for the project's success. With the clock ticking, the team needed a foundational platform they could trust to build on with absolute confidence.

A serverless blueprint for global compliance

The data sovereignty requirement narrowed PX4's choice to a handful of cloud providers with a local data center in Saudi Arabia. Among the contenders, Google Cloud stood out. PX4's Head of Development had more than a decade of experience with the platform, valuing its superior containerization, powered by Google Kubernetes Engine, and its consistently responsive support model. This deep in-house expertise meant the team could bypass the time-consuming process of vetting an implementation partner, a critical advantage on a four-month deadline.

The team designed a serverless architecture centered on Cloud Run, enabling them to focus entirely on their application code instead of managing infrastructure. This serverless approach creates true system elasticity. The platform automatically scales to accommodate hundreds of users during peak bidding periods. It also shrinks when demand is low, ensuring both high performance and cost efficiency.

My confidence in Google Cloud comes from over a decade of experience. The Google Cloud containerization capabilities have always been far ahead of what other providers offer, which was essential for our serverless strategy on this project.

Using Terraform, they created a fully automated deployment process that worked as a reliable and repeatable blueprint for future projects. Data persistence was handled by Cloud SQL, while foundational services such as Cloud VPC provided a secure network. The React-based user interface was stored in a Cloud Storage bucket.

Thanks to this serverless architecture, an international mining executive can log into the portal, review detailed geological and geospatial data on available exploration blocks, and submit competitive bids during a live tender round. On the backend, Saudi Ministry administrators can monitor the auction in real time, ensuring a transparent and competitive process. The entire workflow, from data review to final bid submission, is designed to be fast and intuitive, building confidence for global investors.
