Google Public Sector launches Gemini to three million Department of War personnel on GenAI.mil

Results on Google Cloud
  • Delivered the GenAI.mil platform that runs on Google Cloud, and supported its adoption to over three million personnel across the Department of War

  • Deployed a fully operational GenAI.mil platform in 54 days, 30 days ahead of schedule

  • Empowered Department of War personnel to create 100,000+ custom domain-specific AI agents that support daily workflows and operations

  • Reduced an 11-year policy review backlog of 27,000 documents down to just a few weeks using custom Gemini AI agents

  • Supported over 55,000 personnel through live interactive training sessions during the launch phase within the first few weeks of deployment

Google Public Sector, in partnership with the Office of the Under Secretary of War for Research and Engineering, helped the Chief Digital and Artificial Intelligence Office (CDAO) build and launch GenAI.mil in 54 days, giving three million department personnel a secure, enterprise-grade platform to support their daily operations and workflows.

Delivering decision advantage at the speed of the mission

To protect the nation and preserve operational readiness across multiple defense networks—ranging from unclassified administrative environments to highly restricted secret and top-secret systems—defense leaders require fast, accurate, and secure access to critical data. Historically, software adoption across vast organizations faced significant hurdles.

As Deya Banisakher, Acting Director for Frontier AI at the Chief Digital and Artificial Intelligence Office (CDAO), explains it, “The department is so vast and large and innovative such that we had hundreds of pilots that were being built and dying on the vine... the data was there, the pilots were there, the users were there. It's just that they weren't finding each other.”

To eliminate these fragmented data silos, CDAO built GenAI.mil—a secure, enterprise-grade platform that serves over three million personnel across the Department of War. The platform equips military and civilian service members with trusted tools to support critical administrative workflows and operations. This platform fuses together data, users, and cutting-edge tools, including access to Google’s latest frontier AI models. Banisakher emphasizes, “We are no longer in an era where we adopt a finalized, finished product off the shelf... We're moving at the speed of commercial AI, and that’s where the Secretary wanted us to be, to bring decision advantage for our warfighter, and that is to move at the speed of the mission.”

Bottom line at CDAO, we turn the Department's data into decision advantage for our warfighters and our workforce. Primarily, we are the hub for data analytics and AI... AI-ready platforms that are enterprise-grade, secure, and trusted.

Building GenAI.mil—an operational and secure enterprise-grade platform in 54 days

To bring this vision to reality, Google Public Sector, working with the Chief Digital and AI Office (CDAO), launched Gemini on GenAI.mil. Operating at mission speed, the joint team stood up the secure platform in just 54 days. The platform leverages Google Cloud’s secure-by-design infrastructure, and Google's Kubernetes Engine (GKE) and Google platform to handle massive throughput across global networks while adhering to strict defense security guardrails.

The platform provides a centralized environment where personnel across every branch can build, deploy, and govern custom AI agents to support daily operations and workflows. The impact was immediate:

  • First enterprise AI platform on GenAI.mil: Gemini was the first enterprise AI capability made available across the GenAI.mil ecosystem, establishing the benchmark for secure, scalable agentic workflows across the Department of War
  • Same-day model access: CDAO deployed Gemini 3.6 Flash inside the platform on the same day as its commercial release—ensuring government personnel immediate access to cutting-edge commercial technology
  • Massive adoption: The platform scaled to over 750k users in the first month, and now has 1.5 million+ active users, with more than 55,000 personnel participating in live interactive training sessions within the first few weeks of deployment
  • Agent creation: Personnel across the department have created over 100,000 custom AI agents tailored to support specific administrative, operational, and research workflows
What it took to get an enterprise platform for 3 million plus users within an unheard-of speed and matter of days—54 days, to be specific... was a lean team that operated at speed in a startup culture and was able to deliver on the direction that we got from the Secretary.

Automating complex backlogs and driving workforce transformation

GenAI.mil provides access to Gemini models and intuitive agent building tools, enabling personnel across the department to transform administrative bottlenecks into automated workflows. In one case, a team faced a backlog of 27,000 complex policy documents requiring multi-gate security reviews.

Using traditional manual processes, the task was estimated to take 11 years. By creating a custom agent on GenAI.mil using Gemini, the team automated the evaluation process, clearing the entire backlog in just a few weeks.

Looking forward, CDAO is continuing to scale agentic workflows across the enterprise, proving that defense organizations can combine speed, scale, and security that the mission requires to modernize public service. With GenAI.mil, DoW is able to leverage AI as a force multiplier for their team and their mission, proving that when built on a foundation of zero-trust principles, frontier AI can help transform productivity while safeguarding our nation’s digital defenses.

The single biggest lesson and insight I've gained... is to fail fast and fail big, and then recover it. To scale quickly and not look for a perfect solution is to look for the doers around me... move fast, deliver a platform, start small, but build for enterprise grade.
