SERVING_STATUS_UNSPECIFIED
SERVING
value: 1
Currently serving. Instances are created according to the
scaling settings of the version.
STOPPED
value: 2
Disabled. No instances will be created and the scaling
settings are ignored until the state of the version changes
to SERVING.
