This controls what traffic is diverted through the Serverless VPC Access
connector resource. By default, PRIVATE_RANGES_ONLY is used.

value: 0 Unspecified.
PRIVATE_RANGES_ONLY
value: 1 Use the Serverless VPC Access connector only for private IP space from
RFC1918.
ALL_TRAFFIC
value: 2 Force the use of Serverless VPC Access connector for all egress traffic
from the function.
