The operation in which this constraint will be applied. For example:
If the constraint applies only when create VMs, the method_types will be
"CREATE" only. If the constraint applied when create or delete VMs, the
method_types will be "CREATE" and "DELETE".

METHOD_TYPE_UNSPECIFIED
value: 0 Unspecified. Will results in user error.
CREATE
value: 1 Constraint applied when creating the resource.
UPDATE
value: 2 Constraint applied when updating the resource.
DELETE
value: 3 Constraint applied when deleting the resource.
