Permisos necesarios para esta tarea
Para realizar esta tarea, debes tener los siguientes permisos o las siguientes funciones de IAM.
Permisos
dns.networks.bindPrivateDNSZone en el proyecto que es propietario de la red de VPC
dns.managedZones.create en el proyecto al que pertenece la zona del DNS

Tus proyectos deben estar en la misma organización.
No puedes asociar una zona a una red de VPC en un proyecto fuera de la organización.
Configura la vinculación entre proyectos
Puedes crear una zona privada administrada que pueda vincularse a una red que pertenezca a un proyecto diferente dentro de la misma organización. En lugar de especificar la red en el mismo proyecto, especifica la URL de la red en otro proyecto dentro de la misma organización.
Ejemplo: Supongamos que tienes dos proyectos, el proyecto A y el proyecto B. La red de VPC está en el proyecto A. Para asegurarte de que todas las VMs de esa red de VPC puedan resolver las zonas de DNS en el proyecto B, sigue estos pasos.
Ejecuta el comando dns managed-zones create en el proyecto B, donde deseas crear o administrar la zona de DNS, para crear una zona privada:
gcloud dns managed-zones create NAME \
--dns-name=DNS_SUFFIX \
--description="Cross Project Binding" \
--visibility=private \
--networks=VPC_NETWORK
