If you\n don't already have a Google Cloud account, create one in\n [Before you begin](#before-you-begin).\n\n- **Google Cloud Console**: A web-based graphical user interface that you can\n use to manage your Google Cloud projects and resources. You can also\n use this for billing management and accessing support.\n\n- **Google Cloud organization:** A top-level container for all of your Google Cloud resources.\n Your Google Cloud organization is created when you sign up for a Cloud Identity or\n Google Workspace. A Google Cloud organization is required if signing up for a\n recommended\n [Cloud Customer Care support package](https://cloud.google.com/support).\n\n- **Spectrum Access System (SAS):** A cloud service that ensures the\n protection of higher-priority users by controlling the operating parameters,\n such as channels or transmission power, of lower-priority devices.\n\n- **Citizens Broadband Radio Service (CBRS):** A spectrum band from 3550\n megahertz (MHz) to 3700 MHz that is available for shared use.\n\n- **Citizens Broadband Radio Service Device (CBSD):** A radio\n that operates in the Citizens Broadband Radio Service (CBRS) spectrum after\n receiving authorization from the SAS.\n\n- **User ID:** The unique identifier for the owner and operator of a CBSD,\n to use when registering CBSDs with the SAS.\n\n- **Project ID:** A globally unique identifier for your Google Cloud Platform\n project. You or the organization Google Cloud administrator chooses your project\n ID, and the ID is used as the user ID of your first deployment when following\n the provisioning steps in this guide.\n\n- **SAS organization:** Also known as a SAS\n [customer account](/spectrum-access-system/docs/key-terms#customer-acct),\n this is the highest organizational unit in the SAS Portal. Most\n companies have a single SAS organization under which they\n might have multiple deployments. You create and choose the name of your\n SAS organization in the provisioning steps in this guide.\n\n | **Note:** This is a separate concept from the *Google Cloud organization*.\n- **SAS deployment:** A SAS resource which exists\n under the SAS organization resource. Each deployment is\n associated with a single user ID. A SAS organization may contain\n multiple deployments, and each deployment typically contains multiple CBSDs.\n When you provision the SAS service, you create your first\n deployment which has a user ID matching the Google Cloud Platform\n project ID that you choose.\n\n- **SAS Portal:** A web interface that manages one or more\n CBSD connected to the SAS. You can use the\n SAS Portal to add users, create CBSD\n configurations, and view the status of your CBRS network. After you follow\n the provisioning steps, you have access to the SAS Portal by\n navigating to [g.co/sasportal](https://g.co/sasportal).\n\nBefore you begin\n----------------\n\nGoogle SAS is part of the Google Cloud Platform. To provision the\nSAS service, you need a Google Cloud account with an associated\nbilling account and a Google Cloud project in which you want to create your first\ndeployment. You also need to belong to a Google Cloud organization if you want to sign up for a\n[Cloud Customer Care support package](https://cloud.google.com/support).\n| **Note:** The project ID of the Google Cloud project used for provisioning becomes the default user ID of your first SAS deployment. Once you have registered CBSDs with SAS using a specific user ID, you cannot change that user ID without re-registering the devices to a new deployment.\n\n- If you aren't already a Google Cloud customer,\n [Sign up for Cloud Identity](/identity/docs/set-up-cloud-identity-admin).\n\n - After you have logged in with your new Cloud Identity, navigate to [My Billing Accounts](https://console.cloud.google.com/billing), click **Add Billing Account**, and follow the prompts to create a billing account.\n - Create a new Google Cloud project for provisioning your first SAS deployment as described in [Creating and managing projects](/resource-manager/docs/creating-managing-projects).\n- If your company already has a Google Cloud account, ask your organization's\n Google Cloud administrator to create a project for your first SAS deployment and grant you\n access. For more information, see\n [Creating and managing projects](/resource-manager/docs/creating-managing-projects).\n\n - The project must be linked to a billing account, see [Enable billing for a new project](/billing/docs/how-to/modify-project#enable_billing_for_a_new_project) for more information.\n - If you need to set up a new billing account for SAS, see [Create a new self-serve billing account](/billing/docs/how-to/create-billing-account).\n\nProvision the SAS service for your first deployment\n---------------------------------------------------\n\nTo provision the SAS service for your first deployment, complete the steps in this section.\nThese steps only apply to provisioning your first SAS deployment. When prompted, do the following:\n 1. Enable the SAS Portal API.\n 2. Enter a descriptive name of your SAS organization.\n 3. Confirm the UserID (URID) that you want to use for your first SAS deployment.\n 4. Click **Provision SAS Deployment** to complete the provisioning operation.\n 5. Go to the [SAS Portal](https://wirelessconnectivity.google.com/sas) to verify that you now have access to your new deployment.\n\nYou can go to the [SAS Portal](https://wirelessconnectivity.google.com/sas)\nto add users, create CBSD configurations, and view the status of\nyour CBRS network. You can also read further for more information about how to\n[Prepare to use SAS](#secure-the-following).\n\nPrepare to use SAS\n------------------\n\nEnsure the following are available or in place for you to use SAS:\n\n- Configure your CBSDs or domain proxy to point to `https://sas.goog/v1.2/`. Check with your CBSD vendor how to register your CBSDs with SAS.\n- Ensure you have a [Certified Professional Installer (CPI)](/spectrum-access-system/docs/key-terms#cpi) to sign the installation parameters of your CBSDs.
