Values: ABUSE_TYPE_UNSPECIFIED (0): Default. MALWARE (1): The URI contains malware. SOCIAL_ENGINEERING (2): The URI contains social engineering. UNWANTED_SOFTWARE (3): The URI contains unwanted software.

Confidence that a URI is unsafe.
