the policy has the following format: projects/{project_id
}/regions/{region}/autoscalingPolicies/{policy_id} - For
projects.locations.autoscalingPolicies, the resource name
of the policy has the following format: projects/{proj
ect_id}/locations/{location}/autoscalingPolicies/{policy_id}
