Values: FAILURE_CAUSE_UNSPECIFIED (0): No reason for failure is specified. CLOUD_BUILD_UNAVAILABLE (1): Cloud Build is not available, either because it is not enabled or because Google Cloud Deploy has insufficient permissions.
