To file a bug or a feature request for Managed Microsoft AD, you can use the Issue Tracker. Use the component Public Trackers > Cloud Platform > Identity & Security > Managed Service for Microsoft AD. Google Cloud team monitors, reviews, and responds to the submissions on the issue tracker.
