Update variable masking for provisioned client

The URL uses gRPC Transcoding syntax.

parent	string Required. Required: The ID of the Google Cloud console Project to be provisioned.

enableVariableMasking	boolean Required. REQUIRED: True if variable masking feature should be turned on for this region

If successful, the response body is empty.
