Method: locations.regionalWebhook

locations.regionalWebhook is called when the API receives a regional GitHub webhook.
HTTP request
POST https://cloudbuild.googleapis.com/v1/{location=locations/*}/regionalWebhook
The URL uses gRPC Transcoding syntax.
