Solution
A public IP is not available for Cloud Memorystore Redis and Memorystore for Redis provides two connection modes that support different functionalities, for example a direct peering or private services access.
In case this becomes a stopper, deploy Redis on a Google Compute Engine instance which supports Public IP.
