Config Connector can manage your resources at the project-level, folder-level, or organization-level scope. In order for Config Connector to determine what scope to create your resources in, it will see if a scope-defining annotation is on your resource. This can be set directly in the resource's configuration.
For resources that do not supply this annotation in their configuration, Config Connector will check the namespace annotations. You can default the annotation for all resources in a particular namespace by annotating the namespace. The namespace annotation will only be applied to resources that both exist in the namespace and do not have the scope-defining annotation directly on the resource.
Once a resource is successfully created, regardless of where this annotation is set, the annotation is immutable. If the annotation is changed, it will create new resources in a different project/folder/organization scope.
